The archival photo was probably taken in the mid-1970s when the disinterest for urban core in North American reached its apogee.  

The NCC succesfully  retored this building (and many more along Sussex Drive).  It hosts the Modern Shop and the Black Tomato restaurant.

I would say that this picture dates back from the 1950's by looking at the cars not 1975

The restoration of the buiding and replacement of the period entablatature were really worth while. Looks classy now...just as it should!
