Ottawa is not like its fellow capital of the G8: it does not have an underground subway system.  

One could claim that Ottawa is the smallest of the capitals of the G8 and does not need such a convenient transportation system.  On that note, Rennes, France, has a subway system with a population of 206 000 people which is barely over one fifth of Ottawa population.

In 2018, Ottawa will have an LRT system. The little graphic will still be valid by 2018 since it represents subway systems, not railing system that reach out like RER in Paris or le train de banlieue in Montréal.  By investing 2B $ in this LRT, Ottawa promotes and consolidates itself as a suburban city.  "Making Commuting Delightful" summarizes the issues with regards to this suburbia's fantasy.    

Ottawa would be a better city if it had a proper (or at least one) subway system infrastructure.
